Electron is a framework for building apps, but I don't know if that extends to extensions, too. There are also two different 1Password extensions for Safari: the one that comes bundled with the main app (currently 1P8) and the 1Password in the Browser extension. I tried that one out for a bit and it's fine. But the benefit of 1Password is having access systemwide, not just when using the browser.
